The mandate

A Defense-related entity in the GCC needed to build a sovereign AI talent pipeline at scale — not by sending officers abroad or buying off-the-shelf training, but by creating a national academy capable of producing military-ready AI practitioners, engineers and leaders. The client asked us to design and implement the academy from a blank sheet: strategy, operating model, curriculum, learning technology, physical and virtual training facilities, and the governance to sustain it.

Strategy and operating model

We defined the academy's mission, target learner profiles and graduate outcomes in close coordination with military and civilian leadership. The operating model balanced centralized curriculum governance with distributed delivery: a core academy team owning standards, assessment and certification, while specialized training wings and partner institutions delivered technical and domain-specific instruction. We designed the intake, progression and graduation pathways, the instructor cadre model, and the partnership framework with universities, technology vendors and international research institutions — all under a sovereign-first policy that prioritised open technologies and national control.

We did not build a training vendor. We built a national institution that produces sovereign AI talent, on sovereign infrastructure, for sovereign missions.

Curriculum and solutions

We built a curriculum architecture spanning foundational AI and data science, sovereign AI engineering, model governance, cyber-physical systems, mission-specific applications and leadership for AI-driven organisations. The curriculum combined classroom, laboratory, project-based and field-based learning, with capstone projects tied to real operational challenges. We selected and configured the learning technology stack — learning management, lab environments, model development platforms, simulation tools and assessment systems — on sovereign infrastructure, with open-weight AI tools where possible to ensure long-term independence and auditability.

Training facilities

We designed the physical and digital training facilities end-to-end: secure classrooms, AI laboratories, cyber ranges, simulation rooms, data labs and collaborative project spaces, all meeting military-grade security and availability requirements. The facility design supported classified and unclassified learning tracks, scalable capacity and future expansion. We also built the digital academy backbone for remote and hybrid learning, with secure access, virtual labs and instructor-led delivery accessible to distributed learners across the country.

Launch and scale

We stood up the academy, onboarded the first cohort of instructors and learners, and ran the pilot programs before full operational launch. Governance, quality assurance, learner analytics and continuous curriculum improvement were institutionalised from day one. The academy is now the centre of gravity for sovereign AI capability development within the entity, with a multi-year roadmap to expand specialties, deepen research partnerships and feed operational units with trained AI practitioners.
